Lisa R. Bivens, RN, Executive Director

Lisa is an RN, having graduated from Shepherd University in 1983. She came to Panhandle Home Health in 1984, and worked initially as a staff nurse in the field. A few years later, Lisa assumed the role of the first Home Health Intake Coordinator for the organization, responding to hospital referrals, visiting with patients, verifying insurance and obtaining authorizations for home care and completing the initial diagnosis coding.

Lisa became the Assistant Director of Clinical Services in 1991 and in 2006, she became the Administrator, now Executive Director, of Panhandle Home Health. She has received certifications in OASIS, Diagnosis Coding, Palliative and Hospice Care and is currently a certified BCLS instructor.

As Executive Director, Lisa assumes the overall responsibility for the Agency and ensures the appropriate planning and monitoring of the organization and oversees the fiscal, developmental, and operational aspects of the Agency. She acts as a liaison between the Board of Directors, Professional Advisory Committee, staff and the Community. Lisa ensures that the Agency is compliant with all state and federal regulations as well as maintaining Medicare Certification.

Linda J. Eccard, RN, Director of Clinical Services

Linda graduated from Shepherd University in 1975, and worked at City Hospital as a staff nurse until she began her home health career coming to Panhandle Home Health, Inc. as a staff nurse in 1976.

Linda became Assistant Director of Nursing Services in 1984 and in 1990 became the Director of Nursing Services. She is now the Director of Clinical Services. Linda is nationally certified in Oasis and ICD 9 Coding. Linda’s duties include making sure there are adequate staff available to meet the patients needs. She is active in the hiring and orientation process for all new staff. Linda assist with the review of Oasis documentation ensuring the collected information is accurate. In addition to these duties she is available to assist in the management duties of PHHI as needed.

Craig Potter, Director of Finance

Craig graduated from WVU and is a Certified Public Accountant who has worked at Panhandle Home Health for the past twelve years. Craig oversees the daily financial activities of PHHI, reviews the agency’s financial condition and reporting to ensure they remain fiscally healthy. He ensures Agency fiscal compliance with the Medicare and Medicaid programs, along with monitoring reimbursement policies of all payers.

Brenda Kisk, RN, Clinical Manager

Brenda is a Clinical Manager at Panhandle and manages referrals for the physical, occupational and speech therapists as well as medical social worker and dietician. Brenda has worked for Panhandle Home Health, Inc since 1987 starting as a part time staff nurse but soon became full time in the fall of 1987.

She started as a staff nurse making home visits then took the patient care coordinator position before becoming an assistant clinical manager. She has been in the Clinical Manager position since 2000.

Louise Plowman, RN, Assistant Clinical Manager

Louise is an Assistant Clinical Manager (ACM) at Panhandle Home Health, Inc, having held that position since July 2006. Louise graduated from the nursing program of Allegany College in Cumberland MD in 1972. She has worked at WVU Morgantown WV, Winchester Medical Center, the Prison Systems of MD and CHI.

Louise has worked at PHHI since June 1996, having served as a general staff nurse prior to her current position. As ACM, Louise assigns patients to the skilled nursing field staff and assists the staff in the care of their patients.

Valerie Moreno, RN, Assistant Director of Clinical Services
Erlanger School of Nursing, affiliated with the University of Tennessee at Chattanooga in 1976. From 1976 to 1993 Valerie worked at Holy Cross Hospital in Silver Spring, Maryland. She had a very versatile background in the hospital from the nursery to ICU.

The majority of her time working in the hospital was spent on the surgical and telemetry floors. She came to PHHI in 1993 and has worked as a staff nurse, Clinical Coordinator, Assistant Clinical Manager and is currently the Assistant Director of Clinical Services.

M. Donna McDonald, RN, Information Technology Clinical Manager

Donna graduated in 1973, as a Registered Nurse from the Kings Daughters Hospital School of Nursing. She worked at City Hospital and Kings Daughters Hospital between 1973 and 1980.

Donna joined the staff at Panhandle Home Health in December 1982 and worked as a field staff nurse for 16 years. In April 1998, Donna assumed the position of Clinical Manager for Information Technology and is responsible for management and education of the clinical documentation software and management/education of clinical data collection (OASIS) and submission to the state for clinical outcomes of care.

Cathy Reifer, RN, Assistant Information Technology Clinical Manager
Cathy is a Registered Nurse with 18 years of experience in the field of home health care. Cathy worked as a staff nurse visiting patients in their homes for 11 years and in 2004, she became the Information Technology Assistant Clinical Manager. She performs yearly clinical supervisory visits for Registered Nurses and Home Health Aides and assisted with orientation of new staff.

Cathy participates with a team of educators for clinical staff education related to state data collection and the computer system software for point of care documentation. Cathy also assists with auditing clinical records and is involved with patient/clinician scheduling. She is active on the Quality Monitoring and Quality Improvement team. She chaired the Wound Care Task Force for Panhandle Home Health and has assisted in developing policies and best practices related to wound care and clinical documentation.

Christina Johnson, Director of Resource Development
Chris has been with Panhandle Home Health since April 2008. She has worked as Development Director of the Gateway Foundation, Director of Annual Fund and Gift Administrator at Foxcroft School and was a Registered Sales Assistant at BCT where she obtained her FINRA Series 6 and 63 license in January 2007.

She has over 25 years of health care experience and 15 years of fundraising experience. Chris plans and directs fundraising activities; organizes activities that promote Panhandle Home Health and its services; works to build the endowment fund at the Eastern West Virginia Community Foundation; identifies and applies for grant opportunities and represents the organization in community activities. Her duties also include developing the agency’s resources to benefit and support the mission of the organization.

Karen Kisner, Director of Administrative Services
Karen has been employed with Panhandle Home Health since November 1976 and is the Director of Administrative Services. She is a 2011 graduate of Leadership Berkeley and is also a member of the Eastern Panhandle Society of Human Resource Management. Karen is a 1975 graduate of Martinsburg High School. She and her husband Phil have been married for 31 years, have two children and reside in Berkeley County.
