Jim Rodgers, Chairman

Jim is a Martinsburg native. He is a graduate of Martinsburg High School (1977) and the McIntire School of Commerce at the University of Virginia (1981). Soon after graduating from UVA, he married his high school sweetheart, Lisa Brannon, and they moved to Florida. It was there that Jim began his banking career, as he was trained as a commercial lender and employed by Southeast Bank for the next 10 years.
In 1992, Jim and Lisa moved back to Martinsburg with their then 3-year old daughter, Lexi. He continued his banking career with local banks, holding numerous positions such as senior lender and regional manager. He now works as a commercial lender with MVB Bank. Throughout his career, he has been active in the community. He has been involved as a volunteer with many local organizations, including the United Way, Chamber of Commerce, Martinsburg Planning Commission, Blue Ridge Community College, Martinsburg Rotary Club and of course Panhandle Home Health.
He began working with Panhandle Home Health as a board member in 1999, and he has been on their board since that time, now serving as Chairman of the Board.
Vicki R. Jenkins, Vice Chairman/Treasurer
James Rumsey Technical Institute
Vicki Jenkins is the Director/Principal at James Rumsey Technical Institute. Prior to being named director, she held the position of assistant principal in charge of post secondary education for 15 1/2 years. She currently serves on the WV State LPN Board and is a member of the Panhandle Home Health Board of Directors.
Vicki graduated from Shepherd College and earned her Master’s Degree and advanced course work from WVU. She has also taken classes at Marshall University. She was an adjunct faculty member at Shepherd University and taught a graduate class for Ohio State University. A former Morgan County “Teacher of the Year” and West Virginia Home Economics “Teacher of the Year”, she is a true proponent of education. She is currently pursuing her doctoral studies in Educational Administration at WVU. She is also a graduate of the 2001 class of Leadership Berkeley.
Vicki is a “wanna-be” golfer and enjoys spending time with her husband, 5 children, and 10 grandchildren.

Edward F. Arnett, M.D.
Doctor Arnett graduated from Bridgewater College (1967), from West Virginia University School of Medicine (1973), and from the Harrisburg Polyclinic Hospital in Harrisburg, PA in 1976. Dr. Arnett was certified by the American Board of Pediatrics in February 1980.
After completing his internship and residency, Dr. Arnett moved to Martinsburg and opened a Pediatric practice and has been an active part of the City Hospital medical staff since 1976. He holds the position of consulting staff for the Pediatric Department for WVUH-East Hospitals, was President of the Medical Staff from 1995 to 1997, and Chairman of the Department of Medicine in 1986.
He serves as a Board Member for the City Hospital Foundation, a Board Member for Norman W. Smith Education Loan Trust, a member of the Judge Gray Silver’s Health Professions Scholarship Selection Committee and a Board Member for Panhandle Home Health.
Dr. Arnett’s teaching positions include: WVU School of Medicine, Clinical Associate Professor of Pediatrics; Eastern Division WVU School of Medicine, Faculty Physician; and Preceptor, WVU Rural Family Medicine Residency Program.
Dr. Arnett is a past president of the Eastern Panhandle Medical Society, past council member of the WV State Medical Association; member of the American Medical Association, member of the WV Chapter of American Academy of Pediatrics, member of the American Academy of Pediatrics and the WVU School of Medicine Alumni Association.
Dr. Arnett resides in Martinsburg with his wife Nina (Miller) Arnett and they are the proud parents of three children, Shonda, Nathan and Tiffany. Dr. Arnett enjoys singing in the choir at Trinity Episcopal Church, participates in Masterworks Chorale, is a member of Martinsburg Rotary and enjoys fishing in his spare time.
Nancy Mason, BS, NHA
Reverend Carl Howard, M.Div.
Reverend Carl Howard, following a career in journalism and government public affairs, in 2004 was ordained a Minister of Word and Sacrament and became pastor of the Little Falls and Hedgesville Presbyterian Churches. Retired from the State Department, Pastor Carl was a Foreign Service Officer for 32 years before entering Wesley Theological Seminary to receive a Master of Divinity degree. He also holds Master’s degrees in journalism from the University of Texas at Austin and in national security issues from the National Defense University in Washington, D.C. Locally, he also is chairman of the board of Community Networks, Inc., a tri-county nonprofit organization that operates a shelter for homeless women and children and carries out transitional housing and HIV/AIDS programs. A native of Texas, Pastor Carl and his wife Beverly have a daughter, son-in-law, and two grandchildren who live in Martinsburg.
Glenn P. Hare, Esq.
Glenn P. Hare received a Masters in Business Administration from Tulane University in 1973 and a juris doctorate degree in law from Loyola Law School in 1979. Mr. Hare founded his own law firm in 2010 with offices located in West Virginia and Maryland. Before that time, he worked with medium sized and large law firms in the capacity of associate, of counsel or partner.
Mr. Hare has over 30 years of legal experience, working primarily in labor and employment matters as an attorney representing employers, business law, insurance defense and litigation. Before becoming a lawyer he worked in management in industrial relations for a multinational company.
